Protecting Small Businesses from Onerous Regulations

I recently joined with both my democratic and republican colleagues in a vote to override Governor Malloy's veto of SB 302, a bipartisan, common sense measure designed to ease the regulatory burden on our state's small businesses.

This new law requires state agencies to conduct an economic impact analysis of proposed regulations on small businesses before state regulations can be approved. This analysis must outline the scope and objectives of the new rules, the types of businesses potentially impacted, and the specific input received by affected small businesses. The bill also requires that state agencies perform a "regulatory flexibility analysis" to consider ways of accomplishing agency goals with minimal impact to businesses.

State agencies, policymakers and the public will now have a much better understanding of the ways regulations can impact economic activity--a positive step towards creating a more business-friendly climate.

Donating Books for Connecticut's Young Readers

Read to Grow
Last week, I joined Senate President Martin Looney and Senate Minority Leader Len Fasano for a bipartisan book delivery at Read to Grow in Branford. We delivered six crates full of hundreds of children's books that have been donated by legislators and senate staff over the past several months. A love of reading is the key that opens many doors in our lives. I hope that the books we donated will help bring that love to hundreds more children and families in our state.

Nearly 61 percent of low-income families in Connecticut have no age-appropriate books for their children at home. Read to Grow is working to fix this by providing free books and reading materials to the families of newborn babies before they leave the hospital, and by making free books available at the offices of various nonprofits and social service organizations.

Read to Grow provides 58 percent of all newborns in the state with baby books and literacy guides for their parents. Twelve Connecticut hospitals now participate in this program, through which 265,000 newborns and their families have been given reading materials. Read to Grow also provides books and childhood literacy information to health clinics in Hartford and New Haven. Patients at these clinics receive free books and reading information when they bring their children in for health checkups.
