Duff: Property Tax Exemption for Renewable Energy Passes Senate

Bill would exempt commercial and industrial renewable generation equipment from property tax

An expanded property tax exemption for sources of renewable energy passed the State Senate Wednesday afternoon, led by the Energy & Technology Committee Chairman, Senator Bob Duff (D-Norwalk). The bill would extend an existing tax credit for residential renewable energy equipment to also include commercial and industrial installations.

“As we try to encourage more clean energy in our state, this property tax exemption will prove to be a great incentive for more renewable development,” said Senator Duff. “Last year we started the C-PACE program, which helps private companies to finance energy improvements. My hometown of Norwalk already has a few companies who have benefitted, and they would like to do even more. We want to encourage more renewable energy at our commercial properties around the state, and this tax break is a great addition to our existing incentives.”

Senate Bill 203 would expand a current property tax exemption for most sources of renewable electric generation, including all “Class I” resources, as well as solar thermal and geothermal resources used for heating. At present, the exemption only applies to such sources installed in a residential setting.

The bill would expand the tax exemption to include energy sources installed in commercial or industrial settings, provided that those sources do not produce energy substantially in excess of what can be consumed on site.

For current installations, municipalities may opt to exempt any amount of property tax up to 100 percent of the assessment. The full exemption would take effect statewide for new projects installed after January 1, 2014.

The legislation now proceeds to the House of Representatives to await further action.
